"Undershorts" is sort of an old-fashioned word for underwear, but just "shorts" would always mean outer short trousers, to me (in the US).

Maybe. Being one piece they don't tend to show the crack, which some of the volleyball bottoms do.

We don't have rules about this personally. The only uniforms which seem gratuitously skimpy to me are beach volleyball--everything else seems like it really is about being able to pursue the sport better. The ancient Greeks competed naked at the Olympics!
